I was able to get this working by getting the root certificates for my organization installed on the mobile devices. Prior to that, no amount of cajoling made it work. If you search technet, there is an article about installing root-certs on windows mobile devices, which gives you a pretty good walkthrough of the process.
There is another document that my TAM managed to get a resource to forward on to me, which explains how to get user certs installed on the mobile devices.
