Sounds like you are under an NDR attack. Can be easily dealt with via recipient filtering and the tar pit (if on Exchange 2003 AND Windows 2003). Failing that combination, then a third party tool like GFI Mail Essentials or Vamsoft ORF can deal with the NDR spam.
