The other to look at is whether the clients are storing mail in PSTs or similar local files instead of tuning in to the server. The version of which is?

I'm having the same issue with Outlook clients as
well.  But from what I understand even though someone
uses a different flavor mail client Exchange should
still keep free/busy info even if there is nothing to
report.

Also, another thing to throw out there.  I do not
believe that these users
are using Outlook.  They all have their different
flavors of mail clients
they're using (Entourage, Thunderbird etc)

I'm having an issue with Free/Busy not showing up

server.  That seems to be the common theme is that
they're on a the same
server.  But it's not everyone on that server that
is having an issue.
