It is in the Global Settings, I am VERY sure that it is seen by all the servers in the Exchange organization.
If you use ADSIEdit, you can find this in AD, under CN=Default Message Filter,CN=Message Delivery,CN=Global Settings,CN=ORGNAME,CN=Microsoft Exchange,CN=Services,CN=Configuration,DC=ent,DC=citco,DC=com Right-click on the Default Message Filter and go to properties. The way to verify that is to see if the RF list in one server is replicated to other servers. Unfortunately, I only have one Exch server.
