It is in the Global Settings, I am VERY sure that it is seen by all the
servers in the Exchange organization.
If you use ADSIEdit, you can find this in AD, under
CN=Default Message Filter,CN=Message Delivery,CN=Global
Settings,CN=ORGNAME,CN=Microsoft
Exchange,CN=Services,CN=Configuration,DC=ent,DC=citco,DC=com
Right-click on the Default Message Filter and go to properties.
The property you are looking for is msExchRecipTurfListNames

it's in the DIT. The way to verify that is to see if the RF list in one
server is replicated to other servers. Unfortunately, I only have one
Exch
server. Maybe someone who uses RF and has multiple servers could check
that
for me?

It's the IMF blacklist. It's under Global Settings > Message Delivery >
Recipients > Properties > Recipient Filtering.
I actually use it as a whitelist for Greylist for Exchange

list? which is almost impossible to manage in the GUI if you have more

3 entries. I've looked through the Registry, but couldn't find it.
