I saw that, too, with the Outlook Rebase tool.  When I clicked on details, it 
went all the way back to '97.
Another strange that happened is that on one user's pc, St. Patrick's Day was 
spread across two days.

We had multiple cases of appointments that do not fall within the time
zone change being moved. We had one that was months BEFORE the time zone
change but appears to be in the delta zone IF the delta zone applied to
2006. Which it does not of course. Maybe I am missing something, but
this tool seems to be terribly broken.
