The rule basically says "when messages arrive" check to see if the word 'spam' is in the subject. If it is, move the email to the folder called 'spam'.
When I run the rule manually, it works as it should. It just does not work automatically. In outlook, I just went to the rules wizard. How do I know it's a server rule? Only a small subset of actions will run "automatically" which I understand you to mean server-side.
