Is the server failing to flush logs configued to back up at the storage group level and not just the individual store?

However, on the secondary server, it has 7,544 log files, totaling 36.8 GB of space. This is every transaction log file that has been created since the day I put the server into production on 3/4/2007. The backup job is green and says that it's completing just fine, yet the log files refuse to go away. Any ideas on why this is happening? Can I just delete the transaction logs, up to the last full backup?
