Ok...I'm curious... Why don't you:
1. In ADUC, go to the properties of User B. 2. Select the Exchange Advanced tab and click Mailbox Rights... 3. Give User A Full Mailbox access. 4. Click OK and then click the Security tab. 5. I'm unable to set up user A to be able to send on behalf of user B. User A can send on behalf of user C. User A does not have an exchange mailbox associated with her login.
