We manage both BlackBerry and Windows Mobile on the same Exchange server.
There are mixes of experience and feedback but generally the C level
prefer BlackBerry coz all they need is email... period. And BES does
it very well. RIM has express version that includes 1 free CAL
expandable to 15. Check this out:

On the other hand a more techie-gadget savvy people like myself would
go for Windows Mobile, I have been using WM5.0 and now 6.0
Professional. They work well and also provided Multimedia experience
that I need. On top of that, like Aaron said, no additional cost
(licensing, hardware, administration). Troubleshooting BlackBerry
devices could be pain where you sometimes involve carrier.
