There are multiple extension attributes for that purpose - 15, IIRC. It just gets hard to assign them in a low-maintenance heirarchy for that type of solution. For departments that can overlap, we dedicate a specific extension attribute for just that department, rather than all of them sharing one.
Example - attribute1 can be Dept 1,2,3, or 6. attribute2 is only used to indicate department 4, attribute3 is only used to indicate department 5. Etc.
