1. Guideline is 500 users per CPU, but you can probably go higher since yours are mostly light. Still, 10,000 users on a single server, especially that model, seems pretty risky. If those two systems are all you have, you might want to skip clustering and go with two mailbox servers. Although Microsoft's formula will tell you to put 32GB RAM in it, research I've seen indicates that going over 16GB doesn't help much.
2. Pick whichever suits you, but make sure that you design it properly for performance.
