Specifically this article: "Find feature and the new mail notifications do not work after you apply Windows XP Service Pack 2" at: http://support.microsoft.com/kb/839226 In spite of what the title says, it's primarily about how Outlook 2k and 2k2 polls (or fails to poll) Exchange for new mail. Yeah, it's all about UDP

New mail notifications when not in cached mode are delivered via UDP. A Google search for "Outlook UDP new mail notification" will likely yield positive results.

That's the answer.  I get e-mail on my Windows Mobile 6 device before
they
show up in cached mode Outlook as well.  It's only a few seconds,
though.
If he's seeing minutes, then you may have something wrong.
