64.209.141.12 corresponds to the A record for iwhc.org. The only reason Exchange would try the A record is if it queried first for the Mx records and either the Mx record pointed to that host or there were no Mx records. In the latter instance, if no Mx records exist the A record is tried (Mx records are technically optional DNS records).
