One other thing to consider is why you don't see this bounce happening more often is that A records usually point the company web site. With a firewall in front the address doesn't respond on port 25 and your mailer will consider that a transient error an queue the message for delivery later. When it next tries to send the mail it successfully gets the MX record and it works as expected.
When you have a company like iwhc.org that responds on port 25 and then rejects it becomes noticeable. You go to troubleshoot and the MX record now "exists" so it works fine.
