So, while not ideal, why not create the rule in Outlook but don't enable it.

Then put focus on the folder with the emails to be printed, then go to
Manage Rules and Alerts, select the rule you've created and do a Run
Rules Now.

Of course, this requires a default printer defined that is output to
PDF, but pdfcreator, cutepdf or some other tool will do that nicely.
