Ok so I did some quick reading and it looks like I can use Time-Based Hold and 
set time for 7 years.

If a user was to delete an item it would remain in their mailbox but not be 
visible to the user.

So my plan right now is to use Office 365 (Have not decided 100%) What happens 
when the users mailbox is over 25GB or 500MB for a site mailbox.  I do not see 
anything that talks about additional storage.

Thanks  I am going to have to do some more reading :). I thought In-Place hold 
was for e-discovery

If we had to comply with a new record retention policy witch  says we will keep 
emails for seven years the best way to comply with this requirement would be 
journaling?
