I was planning on using the E1 plan but it looks like per the service description at http://technet.microsoft.com/en-us/library/exchange-online-service-description.aspx E3 plan is required.
But on the price list I have I see 4 E plans listed E1, E2,E3 and E4 the service description on lists E1 and E4. Ok so I did some quick reading and it looks like I can use Time-Based Hold and set time for 7 years. If a user was to delete an item it would remain in their mailbox but not be visible to the user. So my plan right now is to use Office 365 (Have not decided 100%) What happens when the users mailbox is over 25GB or 500MB for a site mailbox.
