Thanks,

I managed to find the quarantined mailboxes, delete the reg key , only to find
them re-quarantined this morning-

Is there a way to tell WHY its quarantined, and "fix it"

You can check the registry key associated with the problem mailbox database to
get the GUIDs and remove them.
You can do a get-mailbox to find the names that go with the GUIDs.

So all is up and running , but a few mailboxes have been quarantined, I only
noticed it becuase I count open outlook, then someone sent me a message and said
 "I got abounce that you email box is quarantined"

here is the message

#550 5.7.9 STOREDRV.Deliver; Recipient mailbox quarantined.;

Your message wasn't delivered because the recipient's mailbox is quarantined.
If the problem continues, please contact your helpdesk.

I found how to release, but more important, how can I determine who elses
mailbox is quarantined?

You need to bring it to a clean state.
Read up on eseutil, your answer is there.
