ok, so 1 of the 3 guids does not exist in exchange so I'm opening a case with PSS- in the interim, anyone know why ECP works but OWA gives error 500?

It describes the problem. Note that the wording may be confusing, but it will tell you why. The most common reason for quarantines is mailboxes that are growing too quickly.
