Have the missing entries been created in AD in the previous 24 hours? There can 
be a delay of up to 48 hours between AD object getting mail enabled and the 
subsequent appearance in the OAB.

Also, do the clients that don't display up to date GAL information in Cached 
Mode use a different OAB to the ones that do work?

Exchange 2010 SP2 UR3
Two node DAG with hardware load balancer.
OUTLOOK clients 2010 and 2013.
About 1500 user mailboxes ( most show properly in OAB).

I am starting to see ticket reports that some users do not show in OAB, but 
when I check they do show in OWA, and also when running the OUTLOOK client in 
Online mode.
This matter appears to only be for a handful of users added over the last 
couple of months - so is not for all campus users.

I tried SOP to download full OAB and same result where they do not show using 
OAB, but do show in OWA and ONLINE mode.

Before I start to make any changes to production, hoping for any suggestions as 
I continue to research.
