That's the rub with delegated access. If you trust someone enough to create and edit your calendar items, then you would need to trust them not to forward them to people that they shouldn't be forwarded to. Through Outlook, right-click the COO's calendar > properties > Permissions > find the assistant, then listed are all the permissions he/she has. There is a way to make it so they can only create items and view items, that would eliminate the ability to forward, but it also eliminates the ability to edit events.
