This sounds very similar to an Exchange 2013 problem that was just corrected in
CU6, where Exchange would choose DCs in remote AD sites under certain
circumstances.
Does your Application event 2080 look correct? Are the DCs shown in
"*** Servers Servers Servers ***"

Hi everyone;
Exchange 2010, SP3, fully patched. The help desk just brought this to my
attention, and I have done some testing.
Using the EMC, trying to add/remove members from the distribution list
"members" tab.
If the distro list contains contacts, the members can take 5 or more minutes to
load the OUs - nothing can be done until they are finished loading.
If the distro list only contains mailboxes, the tab loads almost immediately.
It doesn't matter what OU the contacts are in; whether they're brand new or
established.
There is nothing in the event viewers; and I can't find anything on the
interwebs.
Any ideas what else to check?
