Do you have any explicit denies on the folder that would be taking precedence?
Can you take a screen shot of both how Outlook sees the permissions and how Exchange sees it? [cid:[email protected]] When I go into outlook, expand public folders, check the properties (security) it confirms that I have OWNER and all permissions.
