This article seems to be specifically for EX2010 and it's for permissions on the root (top-level) , I was able to create the root via ECP, its the subfolders that are denying me,
any possibility it may "break" something if I do this on 2013? When I go into outlook, expand public folders, check the properties (security) it confirms that I have OWNER and all permissions.
