First thing that you're overlooking is that ISINTEG and ESEUTIL are not to
be used lightly, and certainly not as normal troubleshooting tools.
If I understand your problem correctly, a user sets up the OOO agent
(hopefully disabled on the IMS) then closes Outlook. When they immediately
re-open Outlook, they get a message reminding them that the OOO is enabled.
The reminder also includes a question: "do you want to disable the OOO
agent?" At first guess, are users inadvertently disabling the OOO?
