no, the users in questions do not disable it. I did it a few times
(enable, logout, login, get the message, have someone send me a message
and no message going back, disable OOO, redo message, enanble OOO and
start over again.
I know ISINTEG and ESEUTIL is not diags tools and only run it when there
have been a lot of changes (adds/deletes/etc..) done in the environment.
