Implied in that, but perhaps not obvious: only one person at a time can access a PAB, or perhaps I should say, only one machine. Once the PAB is in use by anyone machine, it's inaccessible from any others. It's not accessible from OWA.
A Contacts folder, on the other hand, can be accessed by any number of users, making it a sharable resource. And, it is accessible from OWA.
