As best as we can see there are NO restrictions anywhere. With the knowledge that the error referenced DL's, I specifically made sure the new user was not a member of any DL's.
Here is a thought though. The network admin recently created a new DL called E-MAIL EVERYONE, which when used, sends the message to everyone.
