Finally got my test lab back. If you edit the anonymous access account under the directory security tab of the virtual folder in IIS admin by changing the user to an Exchange Admin it will not fail at the impersonation command in WMI. I am sure that giving this user less permissions will work, but I haven't gotten that far yet.
