He said he's having problems sending to external recipients. The "Always use rich text" setting is associated with the recipient's address, be it in the global address list, a contact, a PAB entry, or a one-off. The one-off is more tricky because you enter the address in the To: line, then press Ctrl-K, then you right-click the address and change the setting there. So if your users have certain correspondents with whom they're having trouble with mail formats, have them make an Outlook contact, and after they enter the e-mail address, right-click it and specify no rich text.
You can set Outlook to default messages to a certain format like plain text, or you can also choose message type of the message you're composing by using the Format menu bar option. If you use different type of clients such as Outlook, Netscape, Outlook Express and OWA, you will recieve the mail in a different format. That is because some can interpert RTF headers and mail.
