Done that, but if you use 'tools recover deleted items' and then delete they are gone for good - been scouring technet & other resources for a good while.

Some (not many) users have latched on to the fact that items can be deleted from the 'Recover from deleted items' screen and therefore permanently deleted and not recoverable (this is usually done where an email is regarded as highly confidential). Does anyone know of a method to prevent users from using hard deletes whilst still retaining the recover deleted items feature.
