I wouldn't doubt that needing 512MB min paging space might be true for
Windows 2000 but, for what it is worth, for those still running on NT4 - I
used to run Exchange 5.5 SP3 on a Pentium 180 with 192MB ram running NT4
SP6a with the paging file set to 384 max and min with about 25 very heavy
users (half gig mailboxes & shooting messages with big attachments back and
forth to customers all the time etc.) and I didn't see this issue. That
machine was also my BDC and main print server.

The only differences I see between the question poster's set-up and my
set-up are: I got a new box before I got to SP4 so never had SP4 on that
machine, and I had the paging file set with the same value for max and min.
So I would suggest the following not necessarily in this order: perfopt,
reapply SP4 for Exchange, reapply SP6a for NT4, and lastly, set the paging
space to 512 for both max and min values (although that may not make any
difference but I have seen it recommended to avoid fragmentation of the
paging space).

More helpfully perhaps, here is a possibly/probably useful Q article:
Q172813 "XADM:Troubleshooting High CPU Utilization By Store.exe"

There are also possiblities such as Q215924, Q230285, Q304228, and Q159297
depending entirely on the particular situation.

All found using a search of "store.exe cpu utilization" (sans quotes) on
Technet (cd version not web version).
