As far as I was aware high encryption level was available before 6a as you
need the high level 6a when applying this service pack level (IE once the
server is set to high level you cannot install the standard 6a service
pack).

This is the first constructive help I've had on this, even with a case
logged with PSS. I've found a workaround which was to remove the NT4 SRP
(Q299444) so your suggestion might indicate there is a problem between the
NT4 and W2K SRPs.

Obviously W2K is now 128 bit encryption only but I'm not sure about the
status of the NT4 high encryption in the UK. I assume that as the 128 bit
version of SP6a is available on the TechNet CD set its generally available
but I don't know if there are any technical issues with upgrading.

Also, I can't find Q322051 either on CD or online, did you get this from
PSS?
