Whether the rule is "server based" or contained on the (Outlook) client depends on the rule and the version of the client. Also, ya got yer "Inbox Assistant" and ya got yer "Rules Wizard"... (btw, the wizard rules, being newer and a good bit more powerful) and that distinction impacts the default location and execution of each rule.
