Yes, when you remove that server from the site, that SMTP address can still be used.
And no, it doesn't matter if the domain "exists" in the sense that it doesn't need to be ida.org. You can use foo.bar if you so desire. Whatever is listed as the top-level folder of your M: drive should also exist as (at least) a secondary address for your OWA users.
