There is already an excellent win32 port of the ntp daemon. See
http://www.five-ten-sg.com/ bottom left hand side of the page. I've been
using this for quite a bit to sync NT4 servers and workstations.

It probably would work on 2000 as well, but I just use the "net /setsntp:"
command for the DCs. Workstations and member servers sync to the DCs.

You guys should probably write some. The NTPv4 code from Dr. Mills is
open-source. Why not wrap a nice Windows GUI around that?

The problem is that the Windows Time Service is a SNTP client. Besides
being
not a very accurate client, it isn't secure. I was thinking about a NTP
v4
client because of the security features.

The windows 2000 time service does this automatically. Just run
   net time /setsntp:time.berkeley.netdot.net
on the Windows 2000 domain controller you installed first, and then
restart the Windows Time service. All other windows 2000/XP machines in
your domain will eventually (within a day or so) get the time from it,
and keep in sync.

The internet host in the command above is a stratum-2 time server in
your general area. A list of these stratum-2 public time servers can be
found at http://www.eecis.udel.edu/~mills/ntp/clock2.htm. Your ISP may
or may not have an NTP server, and it may or may not be reliable, you
might want to give them a call to find out.

If you've got NT4 and Win9x clients out there, see the great info at
http://www.ultratech-llc.com/KB/?File=/timesync.txt for info on syncing
their clocks.
