But Ed, even though tick.usno.navy.mil and tock.usno.navy.mil have open access policies, it's considered bad form to sync with stratum-1 time servers directly. Unless, of course, you're part of a reliable stratum-2 full-NTP subnet. The higher the load on stratum-1, the less accurate the servers become, and there are in fact people trying to use them as a time source for scientific applications.
