To be more correct, the server does not really push either. The server sends a UDP frame to the client telling it that it's time to refresh the view and show a new message.
But they still call this process "polling". In fact if Outlook is behind a firewall that blocks UDP frames, Outlook will never receive a new message notification from the server and will never refresh its view.
