He said in another message that there are remote users (using Outlook in remote offline mode, but apparently not synching to an OST). The company does not want to pay them to download mail; they want a way to programmatically start Outlook, force it to download mail and then shut down. That is what prompted Chris' remark about reading mail to them in their sleep.
