That is the perfect description for an environment where Outlook is setup to use an OST in offline mode. And the s/r frequency is configurable.

We have about 800 users and only 40 lines. If I use Outlook it will dial ever X minutes. Also people travel with these laptops and use outlook while they are not connected to a phone line. We are also using custom forms in Outlook so its pretty much open all day while they are working and disconnected.
