If its a delegates problem it's usually worth looking at the user giving the access as well as the user receiving the access. Try looking under Tools - Options - Delegates and check to see if the donor has the correct information in there. Also, try checking the top-level permissions (ie Mailbox - <whoever>) for the donor and, if necessary, add Folder Visible for the recipient user.
