By OST do you mean when offline? I am running Outlook 2002 SR-1 on Windows XP SP1. When online, I can create a URL like the one you show below using angle brackets. I can also do the same when working offline. Clicking on either one opens the message in question. I can also reference a file. I just tested all of this.
Perhaps, as Chris suggested, your problem is that you need to reference the file using the format: <outlook://public folders/favorites/consulting/~budget_tracking.xls> Note the forward slashes and the tilde. This tilde thing is the way I've always known to do it.
