The fix would be to "clean up" Contacts as any other folder. However, the side effects are undesirable. I'm happy you think I'm funny but my suggestion is serious.
Let me put it this way. If your users are going through all this trouble to avoid having their mail cleaned up, then doesn't that perhaps suggest that your policy is wrong-headed? Policies that cause users to behave dysfunctionally just to get their jobs done don't make a whole lot of sense.
