If you go in to AD Users and Computers and bring up the properties of that user, you can set their personal IS limit, which will then ignore the one imposed by ESM.

But, as already stated, you shouldn't need to do an offline defrag... if your users have really deleted that much e-mail, then eventid 1221 will say so... at that point, the db won't grow... it'll use that white space... if you have a space issue that requires that you to shrink the size of the db to get space, then you are not addressing the actual problem... you need more hard drive space... shrinking it via offline defrag will just temporarily alleviate your problem... the users habits will not have changed and so they will quickly grow the db again (assuming you've ran the offline defrag).
