Everyone has their own instructions on how to do this.
The Move Server Method does not ask you to propagate settings
The Posey Method Does.
Posey does not like PFADMIN too much.
I have had mixed results as well. The documentaion for the version in the Exchange 2K
Resource kit is, ahem, cryptic.
The Microsoft KB article 288150 agrees with Posey.
I guess Posey wins.

suggests that you can speed up replication by using the System Admin, navigating to
the Public Folders in the Administrative Group and right clicking on properties to
change the urgency of replication for each folder. This seems like a lot of work given
that you will have to undo the urgency later but it may be warranted depending on your
situation.
If all else fails, archive the entire Public Folder to a PST file, bring down the old
server and push the PST contents back onto the new server. This is a last resort
alternative only.
Error 1221 is purely informational: Nightly Maintenance on the Public folder db shows
that the database is empty. It does not interfere with replication.

I have recently rehomed my public folders using instructions from the
Exchange 2000 Move Server method. I also confirmed these instructions
in a number of other locations. The replicas get created but no
messages get copied across and the size shows as zero. Also in my event
viewer I see Event ID 1221 "The database "First Storage Group\Public
Folder Store (EXCH01)" has 0 megabytes of free space after online
defragmentation has terminated.". I have tons of space on the drive
where this is located. Is it the info in this event that is preventing
the messages from replicating?
