The message is received even if no mail is being sent. Mail does successfully go in and out, but mail with large attachments take longer to send than without.
And I did check Technet, that's how I found to turn off outbound email scanning. The MTU was a nudge where I needed to go... checking limits on that and adjusting registry now. Will let you know.
