Exactly. That is why it would be pretty tough to get approval to block
all but PW protected ZIP files.
Getting all your users to do it. Sure with training. Getting the
hundreds or thousands of clients (we have 8500 insurance agents) to do
that. NEVER. Frankly, most of them can hardly turn on their computer and
I don't have the time, staff or energy to train them as well.

Ultimately, it is based on the needs of the organisation.  The list of
blocked attachments should be approved by management and not arbitrarily
added to by email administrators.  You would also look at all the
applications that operate within your organisation and the file
extensions associated with those and potential vulnerabilities therein.

As much as I would like to block everything, I don't imagine it working
in most business situations. 
If you told 98% of the computer user in the world to send you a PW
protect ZIP file, they would probably lose all thought ability.

What about ADE, ADP, MDA, MDB, MDE, MDZ, LNK...  ?

You allow the various compressed files?  rar, zip etc?  Do these
attachments still get blocked if sent compressed, but not password
protected?  How about nested compression?

I'm just curious.  I typically do not block anything, but I have a few
clients for whom blocking everything flies just fine.
