I also believe it's rarely used. The heyday of servers with thousands of
interactive accounts is over, but there are still some areas where it's
used that way. This is especially true at universities, where some still
have login servers for all employees and students.

No. I'm currently upgrading from 4.98.2 to 4.99. That's when I noticed the
commit. There are no problems at the moment.
