No.  Did you read my message?  What it means is:

This is primarily a policy issue, not a technical one.  You (the
operator of host B) should monitor your outgoing bounce messages in your
logs.  If you find a user is generating an excessive number of bounces
due to a forward, you should inform the user that they are violating the
TOS, and if they don't fix it, disable either the forward or their account.
